The supreme court has haunted the byden administration since before there was a byden administration. Mark joseph stern says biden knew he couldn't ignore the court, so he really threaded the needle during the election. The commission came out with a report that wouldn't even say whether or not this reform would be lawful and constitutional. It's hard to convince majority or super majority of congress to pass that kind of bill.
