The Less Change Criteria for Redistricting

A majority of the Wisconsin Supreme Court voted to keep maps that voters rejected in 2011. The court used a new criteria called least change, which meant moving fewest people from one district to another. "It was justice made to perpetuate maps by a legislature that was no longer in power," he says.
