Do Moral Arguments Play When Strategic Planners Make Policy?

I don't think that policymakers really squarely face the moral implications to the extent they do when they come through as legal. When we are talking about what will deter our enemy, we of course do not know. And so I think a lot of the language that we use about nuclear weapons is the equivalent of having a stiff drink. It's about making yourself courageous enough to say you would do that thing and to try to express that credibly.
