The Islamic State's Disagreement With Other Non-Islamic State Jihadists

Al-Qaeda is organized to just serve as a base of the jihad. That's literally the name what al-Qaeda is. And it learned once its leader, central leadership was targeted in the drone campaign in Northwestern Pakistan that it had to start moving people out. The US still has capacity in this area, which it doesn't have in Afghanistan, Pakistan anymore to target al-Qaeda senior leadership. We're able to go after the Islamic State's leadership in Iraq and Syria because we have the ability to base troops.
