Mouthing a word means essentially moving your mouth as if you're saying the word. Even just mouthing the words makes them more memorable, although to a lesser extent. So reading is good, but don't just read in your head. You should also try to read out loud. That's because of the production effect that producing the words as you read them helps you to remember them.
