In 1969, the Vietnam War had been going on with support of US ground troops for about four years. Sienoch could sense that the US would grow weary and eventually quit the conflict. Cambodia was officially a neutral party in this war - they were not allied to the North Vietnamese or the south. They would sometimes flirt with one side or another though, in order to get aid or protection. This may have been a sound strategy for Sienoch but it would cause problems for him domestically.
