Is It Easier to Predict the Weather or the Continuity of the World?

Is it easier to predict the weather or something that can predict the passage of time in country? You know, we've talked before off-air about this, and maybe on air too. A professor a long time ago, in a different life, was working with darpa to build an artificial model of a country. And i don't know where he went with it, but it is some amazing, terrifying and inspiring stuff. He can't talk about it anywhereit and this, still at least o our knowledge.
