Do Anti Noise Cancelling Units Work Better at Low Frequencies?

Air pressure in the ground is greghter than aves a on sos ta. The greater pressure from below forces the water up towards the surface. Air conditioned, industrial air conditional unit in my neighbourhood which is making a slow frequency noise like a suf of a car,. sort of driving past 24 hours a day. I seem to be a lot more susceptible to it than most people. So what can i do, apart from spending thousands of dollars trying to sound proof my bedroom? Not atri in wat atu? But it's the vi ande am that goes through my whole body, tit chest and head - doesn't help.
