The Limits on the CPUs

There's actual limits on how much time you're allowed to do all sorts of testing. How much wind tunnel time are you allowed to spend per year? How much time on a test track? All these different things are highly, highly regulated. Down to the floating point operation? Literally. If your CPUs were performing eight floating point operations per cycle, that's what you had to tell the governing body.
