How Do We Deliver Relief Supplies to Tonga Without Personal Contact?

Tonga has had a volcanic disaster, but could have a public health disaster on top of it. They're trying to figure out ways to deliver that don't involve contact with people from outside of tonga. How do we off load relief supplies and then unload them into the country without personal contact? Is this something that the united states should start including in digital trade agreements? It seems logical.
