I was fascinated when I had an office in Panama in the 70s and spent a lot of time there. Latin America took a very strong leadership role it's had a number of throughout the continent a number of women presidents long before the United States. China offers a model which is extremely attractive to Latin American leaders as well as African leaders, he says.
