I didn't get the sense that that activity was empty. I just think that there's no sense in which we think that Winston's scale at doing it is anything exceptional. Well except for his own testimony to how good he is at it and O'Brien's flattery of him now it may be that O'Brien is merely flattering him. There's a few places like yeah you write good article it's basically like writing news stories but they're fake news stories.
