What's a Sensitive Place?

The governor warned new yorkers not to misinterpret the ruling and said that gun owners are not automatically a concealed carry permit owner. The court says that the government can restrict guns from sensitive places, but doesn't provide a lot of guidance as to what counts as sesitive place. Is it that a large peep number of people gather there? Is it that there's government functions going on? is it that governments already providing some security in those spaces? These questions really remain to be seen.
