The Importance of the National Environmental Policy Act in Permitting Reform

The National Environmental Policy Act is the bedrock environmental law of people who didn't sign into law actually by President Richard Nixon back in 1970, I think first of January 1970. And it was very interesting to notice in this text of the bill direct the Republican plan that it says very explicitly in the first few sentences, this law is a reform of NEPA and changes NEPA in a variety of ways. Does it make sense to be thinking about reforming NEPA? Does NEPA operate in ways that are counterproductive sometimes do you think? It has to be the right reform, but we do definitely need some reform.
