You can basically tell Dapper to work with the infrastructure of choice for your team. There's a bunch of client libraries probably for different languages that talk to Dapper. They make the development experience nicer but if you want you can just drop down to HTTP and GIRPC directly. So in a multi-cloud environment, you write your code once and you can basically configure Dapper to working against whatever infrastructure you're running.
