The Importance of Private Property to Civilization

In the monarchical and feudalistic systems, there's like a hierarchy of ownership. The king has an interest in preserving the value of so called his kingdom. He tends to think of long term consequences when he enacts policies. In the democratic state, the leaders, the rulers, are in for four years or something like thatnd, so they're trying to get as much as they can. They don't care about the cost they impose to get it. It seems like the genesis of the state as related to the enforcement of the norms of property.
