90% of care services are delivered by independent providers, either for profit companies or for non-profit organizations like charities and housing associations. Report calls for a deal between the government and those independent providers that they will get a fair price for what they do. But at the same time, they would have much tougher expectations on them,. They would need to provide the care and quality that was specified by the local council. And we'd also envisage financial rules so that you couldn't have these sort of risky private equity funded care operators working in the care sector as a bit of a speculative play on property prices.
