Is There a Policy Uncertainty in the Excise?

No state is going towards banning, apart from a few outlayers. Most states, in fact, are go the other way because they want to change policies. If there is some consistency, then people will invest. Otherwise it will why would anyone in invest in something which is not sure? So i think policy uncertainty exists. And even though the government tried to remove that uncertainty, it hasn't gone away. But with some policy certainty, the situation should improve. Overall, i would say it's a good move. Some of these steething issues will remove, like hurshet's head, with more polcy certainty and getting more people on board about this, right?
