Did Khrushchev's Airstrikes Over Cuba Cause Kennedy to Pull Back?
It makes you wonder what sort of signaling came from the Soviet Union once they found out that these airstrikes had taken place over Cuba. Khrushchev promised on the 16th a conflagration. He promised nuclear war, essentially, if Kennedy continued. Now, Kennedy's probably wasn't worried that Khrushchev was actually going to start a nuclear war. What he was really concerned about was West Berlin. That is why he cancels this second round of airstrikes. He doesn't want to escalate with the Soviet Union.
