Valerie Lynn Fulton was born on June 2nd of 1976 to her mother Patricia Fulton in Philadelphia, Pennsylvania. She ended up in foster care system at a very young age and she moved between seven different foster homes over the course of nine years. That was until one day nine year old Valerie was adopted by the max. There are over 400,000 foster kids in the United States and only 12% of them get adopted.
