The idea is that you need strong governments of resources in order to not let, essentially things like piracy crop up. What im some countries like fiji have done that have been really successful is to essentially divide resources up and say, ok, we're going to give this area to this community, and this communityis going to manage it themselves. And therefore, local communities have agency over how to manage their own resources. That's what we talk about with fi g.
