The Importance of Political Incentives in Learning Lessons

There's all these constraints to accurately learning lessons that indeed you think of the United States. So I wonder if China's lesson learning ability will also deteriorate over time as political incentives shift. If we were accurately learning lessons, our foreign policy would be very different than it has historically been, right? We would have a much more refined nuanced nimble Foreign Policy.
