Is It a German Romantic Idea?

I don't think it was ethmic hierarchy in many of these instances. It was a sense of not having ri even the notion of, again, ethnicity that you needed to have. This is like a new idea coming into being, that people who are different cannot inhabit the same political space. Nothing seems more contradictory to the true end of governments and the endless expansion of states. An empire made up of a hundred peoples and a hundred and 20 provinces, which have been forced together, is a monstrosity, not a state body.
