To be critical of data is precisely to recognize that it's not natural or neutral, but it might be useful. The art of business intelligence as IBM starts calling it in 1958 becomes part of how it's expected for private companies to make sense of the world through data. Many of the regulations around privacy and transparency in government that we rely on today were born of the early 1970s fight around that.
