Japan is very strict environmental laws, in some ways stricter than America. If you want to build something they have a bureaucrat check whether you fit the environmental laws and we'll do this in a weekend or week. Japan has the good system, which is they have bureaucrats check it. It's like they do environmental review on autopilot,. They do it for everything they're highly trained to doit. In America, we do the courts and lawsuits to force you to do these giant giant binder reviews. And it's a terrible idea.
