The study found that teacher candidates in Mississippi were getting an average of 20 minutes of instruction in phonics. The two components most essential for learning to read, phonemic awareness and phonics, were basically absent. In 2003 the State Department of Education mandated that every teacher preparation program in Mississippi required two courses on early literacy.
