Is It Possible to See Athena as the Goddess of the State?

Is it possible to see athena as the goddess of the state? Maybe. Is, and moreover, is is psychological force in humanity that that we should striv toward achieving civilization. I don't think that, you know, athena is not a necessary evil. But also, one wouldn't want to elevate athena to the point where all the other forces of life are neglected.
