Is the US in the Same Boat as Russia?

Every country is pushing the edge of technology as far as it can possibly go, to the point where it breaks. I know they're very technologically savy in terms of their ability to wage information wars and hacking attacks. But these differences often lead to ambiguity. And this ambiguity is a huge monkey wrench when we're trying to suss out nuclear weapon counts. How many noks do you actually need to start a full on nuclear war? That's the tricke part.
