The New Department of Social Work in China
Miles: We have to treat China as a non-market economy. The Chinese state plays a predominant role in China's major trade economic policies. There is no such thing called Constitution-to-Protech-to-Property-Rites, for example. A new department of social work will oversee party interactions with civic groups and chambers of commerce.
