Is It a Majestic or a Nitty-Gritty Law?
If you're thinking about, I don't know, the exercise of power, then whether it's a majestic law or a nitty-gritty law doesn't really matter. Let's concentrate on laws made by humans for humans to obey. You can try by brute force to enforce those kinds of laws or rules or regulations. But since no form of enforcement is seamless, people do have to go to sleep. The rules that succeed and fail do so because they've been internalized. They are in some fashion rooted in widely held norms.
