It is still important to make a distinction between children and adolescents. I think that it would be a stretch to say that a seven-year-old who can read, who can't be expected to understand political debates. We wouldn't be qualitatively changing the fact that,. look, the average voter doesn't know all that much about the issues that they're voting on.
