Kyrgyzstan is the most rural former Soviet country. The Soviets had a very active policy of keeping Kyrgyz out of Bishkek, for example. There was also an attempt to keep kind of the rural population on collective farms and in their villages. And so I think part of the reasons why you have Russians all over the country is when they arrived, there was no housing.
