The idea is that there's cloud networking that is not running on traditional networking gear, but running on a farm of servers with very specialized software under the hood of public cloud. From user perspective, that is exposed to user through easy to consume interface. The endpoints physically may be in like in various locations. So that's internal networking, their out network automation algorithms are making sure that physical network will deliver right packets to right endpoints.
