The Over-Rates of Test Cricket

We are overdue a kind of a time and motion study of test cricket to see where we lose the time. I'm completely unsupervised by the umpires who seem to have no interest and no power to move the game along. And obviously these over-rate fines are having absolutely no impact. Australia won't be able to defend its crown simply because the number of penalty points it's picked up because of its terrible over-rate. They're playing for free, really. They are. England's not any better.
