Milton's Idea of Hierarchy in Politics

Milton had an ideal that people could rule themselves and then people were given the opportunity and they didn't do a very good job of it so Milton seems to be coming around to slowly coming around to the idea. He goes from this wide open every you know wide open democracy self-governing to basically thinking that the country should be led by a small puritan group of men who are all right with God. It's kind of rambling kind of way to say Milton's idea of of hierarchy in politics that is sort of suggested or implied in Paradise Lost seems to map with his own personal evolution politically.
