The History of Pokemon Level Scaling
In the history of the series how has Pokemon handled level scaling it's always been mostly linear right like those worlds are not I wouldn't call them open rights really they're mostly yeah linear league aided. Sometimes you hit a wall where you're like I haven't done enough fighting in between these two towns I got to go back and grind a bit. The amount of battles that you do between two areas is enough to level up your Pokemon unless you're taking a lot of losses or something which for the regular trainers in those games is usually not. Scarlett didn't violate any rules, she was just low level again so because it's kind of this circular map they basically created these consent concentric rings
