The Continuum of Cognition

We can't make armchair pronouncements about what cognitive capacities things have. We need an empirical approach to this, and the way to do this is very akin to Dan Dennett's intentional stance. He argues that the right time to attribute intentionality and sort of agency to some kind of system is if it helps you to make predictions or control that system. It's a very practical and kind of pragmatic approach. I call mine the axis of persuadability.
