Is There a Necessity to Regime Change Iraq?

In the 1990s, there was a necessity to regime change Iraq. Sanctions didn't really work because through this way, Saddam would have been selling three billion barrels of oil. The interest in doing trade in the dollar is only decreasing. And I think especially Iraq now that is because of its suffering and all its money being done in dollars.
