The Kremlin's Confusion Over Progosian's Mutiny

I'm very skeptical that this mutiny was just Progosian's idea, right? I think that there's a larger palace game at work here. He had backers, he had cover in the Kremlin, and folks commonly see him as some sort of independent operator which he really wasn't. And it's not clear what's going to happen to those individuals or how this game is still going to unfold.
