The Probability of Regulation and Agreement in the Short to Medium Term
The current state of geopolitics today and the nature of AI tools leave me pretty pessimistic in the short to medium term that we're going to see a lot of real, meaty agreement. It took states almost 20 years to adopt binding international law on nuclear weapons after the first nuclear weapon was used. But they did it in the months following the Cuban Missile Crisis. I think that both in the cyber setting and in the national security AI setting, it is possible to imagine a shock that we can't necessarily anticipate today that will jolt states into action.
