The Safety Car Lottery in F1

I was told a lot by people it cannot finish under the safety car that's unacceptable so to me as someone watching from the 80s I was like well it's always been acceptable to me but I speak to fans in America and they said no finishing under thesafety car for a championship decide of would have been terrible. If you're going to end up with an arbitrary red flag then why not just do three or four lap sprint like Baku last year?
