Is There a Shooter?

The shooter, who appears to be the same person is the other video, continues to get on to his feet and runs off again. Multiple vehicles drive past, like police vehicles. The shooter then walks up pretty close to the police vehicle, and he just, he just, you know, he justwi with the rifle, and nothing, nothing happens. He waves to the copse, and they just keep driving, and he walks away.
