The Nash Equilibrium

Jeff Bezos is putting the municipal governments in a prisoner's dilemma with each other. The more people you get to agree to refuse to negotiate, the more the one person who breaks with that group stands to win. So it doesn't matter if they know. If you can buy the arrival of 50,000 well educated, employed people in your municipality, if you can buy that with tax breaks, it's a great deal. Why isn't this more common?
