Is the Earned Income Tax Credit a New Anti Poverty Program?
The earned income tax credit itself dates back to 1975. The lack of attention in a general way to matters of both race and poverty is pretty endemic to this area of legal pedagogy. There are very few tax law instructors, myself, absolutely included, who know even a fraction as much as case book author groups. Legal problems do not present themselves in the world to you like that. I don't see that there's any shortcut around reading cases.
