Growth Equals Cost

In a growing council like Glundal, Todung or some of the other fast-grained councils, you have to first of all pay for the infrastructure that is beneath the ground. Some of that developers pay for and some of those costs are recoverable. But in the main, not all that cost is either going to be recovered because you have to sort of build a head of growth. And thirdly, when you set budgets for council, you kind of set a new budget pretty much every year that just covers what it costs to run the city. More houses don't mean more rates. So councils aren't there greedily encouraging growth so that they can get more rates.
