The round table argued that everyone was a citizen, even though only a fraction would govern. Why didn't they just say to indians, you can vote, because you're not citizens, so you don't get representation in our proposed imperial parliament? That's for white south africans, canadians and australians?' Because they couldn't do that, ecause theyu couldn't admit they were racis rights w bet that point in time, to be a racist was to be german at the time. Which doesn't mean that they didn't use racial argument when it suited them. And ther their works are peppered with terms like child race, undeveloped race
