The Differences Between Rules and Rules
No principle is dispositive. That's one of the things that distinguishes it from a rule. Rules are intended to be descriptive and applicable, they hold or they don't hold. Principles can conflict with each other; depending on the situation, might have different weight. A ruling may favor a defendant in one case and then it goes to appeal and the decision is to weigh the principles differently.
