Is Malavi a Text Book Example of Fragile State?
People who are stopped and who are harassed are usually the ones living in poverty. So you have this weak or invisible state that is trying to make itself visible through these road blocks. The state is trying to project some sort of image of control, a ceremonial state, some would call it. In order to raise cash, in order to controls the kind of real economic activities of a country, it makes much more sense for for aspiring rulers to simply move to the closes trate route and a set up shelp. And this goes both for states and and for rebels.
