The Role of the King in Rome
We have no real reason to doubt that Rome was ruled by kings during and prior to the 6th century BC. Independent evidence tells us that the Truscan cities of Clusium and Chiaere both had kings at the end of the6th century. The best we can say is that their functions fell into two major categories, foreign policy and religion. But there was also a practical aspect to the king's job of mediation.
