There were a lot of sailors who were arrested at the outbreak of the war. The rich people would decide we want, you know, we want X, we want a theater or whatever. And then the sailors would be hired to do it. There are carpenters there and they could throw together these buildings. It is fascinating because it's an area that never really gets talked about.
